Feature find qt easy

updated the qt finder for our lab machines to find qt 5.9 by default. also added the sw paths to the qt finder in acg and added a variable to cmake which can be used to set flags for the qt finder (e.g. NO_DEFAULT_PATHS if you only want to use the provided libraries in your sw folder or specified by Qt5_Install_path)
